Can SC ST OBC remove from engineearing seat??

As far as my knowledge goes, according to the guidelines laid down by the government, certain percentage of seats are reserved for candidates belonging to different categories such as SC, ST, OBC and PwD.
The percentage of seats that are reserved are given below:
Schedule Caste-15%
Schedule Tribe-7.5%
OBC-NCL- 27%
Persons with Disability-3%
