Can some one help me in understanding how state merit no & university merit no help me in seat allotment to Home university as well as OHU?

The state merit is your rank out of all the candidates who appeared in the examination from your state. whereas University merit rank is out of all the candidates who applied for the counselling and are willing to take admission. So taking admission in state your university merit will be considered.
