Can someone who is currently studying in some other college take admission in DU next year as a fresher? What extra documents will be needed

Yes you can apply in DU as a fresher from the very first year. There is no issues if there is a gap as your percentage criteria matters.
If your cutoff meets the degree course cutoff you are interested in along with the college then you can apply.
In recent years the admission process for gap students have become easy.
There is an entrance exam for few courses in DU, UG courses.
Also you will have to drop your admission in previous college as 2 regular courses are not allowed.
