I hope you are doing fine,  It depends on whether you are into designing already like an amateur. If you are just beginning than i would suggest 1st find out which part of graphic designing you want to pursue. Graphic Design is a ocean. Zero down on your interest and then work on it. They will teach software tools to use in 3 months and imitate certain art effects for practicing . If you give time and practice them you will get good at it. If you are thinking of job this may get you to assist someone with minor photoshop work like cropping, a bit of editing an image or other trifling. So you can do it but it's not a graphic design course. Either you can continue to teach yourself through self learning or join a full-time professional course which is of 3–4 years for UG and 1 or 2 years for PG. A journey of thousand miles begins with a step. This course may prove a stepping stone for what you want to do in future.

Hey there

No diploma in graphic design cannot be done in 4 months duration. The minimum duration of completing graphic design diploma is one year. The candidate must have completed 10 + 2 Class level board examination with at least 45% marks in the aggregate from a recognised board. The average fees for this course is between 32000 to 94000.
