If you give TANCET exam then you shall get good colleges in your prefered location with reasonable fees as well.

I am suggesting you few names of colleges which are located in Chennai and with the fees bracket you have mentioned:

Anna university- 1.62 Lakhs

Velammal Engineering College, Chennai- 0.6 Lakhs

Easwari Engineering College, Chennai- 0.72 lakhs
