can we apply for Maharashtra state registration counseling process for neet pg 2020 if we don't have the cutt off marks..and how we Will know that cutt off percentile has been lowered for the state?

Hi,
Well you can attend both state and central counseling process if you have qualified neet exam and have clearly pass the cut off percentile. Its only after registration and everything, the body release the cut off for different colleges and then you see whether you qualify the cut for a particular college or not.
