In general you cannot appear for state level BSc nursing entrance examination of other state.

This is  because,

In general to be eligible for state level entrance examination you need to be resident of that state

For example,

To be eligible for JCECE which is your gateway for BSC nursing in Jharkhand, only those candidates who are local or permanent residents of Jharkhand are eligible ,other state students are not eligible

But in case,

If you mean that whether you can choose other  state for giving bsc nursing  entrance examination  or not then yes you can choose other state for your examination centre of BSC nursing entrance examination provided that state is there as an option for examination centre of that entrance exam.

For example,

If you apply for AIIMS BSc nursing entrance examination then  examination centres are available throughout the country in all the states and so you can choose any state for your examination.

Same is the case with Indian Army BSc nursing application form you can choose examination centre in any state.
