can we change branch in private engineering college...

You can change branches in any college if the college has a policy and it allows it. I think that many colleges allow branch change under certain conditions like if there are vacancies in the college in the following year caused due to dropouts or some reason. But, its extremely difficult and unpredictable whether this will happen. Also, for branch change, you need to have top scores and be the highest scorer in the class to get this opportunity.

As per your query , I would glad to inform you that upgradation to cse and IT branch is quite rare even in private univerisities ,because seats of these branches reamains full or vacanices arise if someone leaves the college which happens rarely and in this cut off of migration becomes very high and colleges also prefer to migrate students to upper branch because seats becomes vacant in lowest branch
