Can we change our allotted college in final phase counselling in ts eamcet

no usually they don't provide any such option though you could cancel the allotment if you wish the amount paid if any would be refunded

There is no third round counselling for ts eamcet in 2018. There will be spot admission for the left over seats in each private college. You can not change the option in the final phase.
