Can we choose the exam centre of our own preference? For eg- if I choose Guwahati as my exam centre, I'll be giving my exam there.

Every city has a pre-defined exam center you'll be given the list of all the cities you can choose any city if your choice for giving the exam but you can't choose your exam center by yourself. Every city has usually only one exam center and you need to report there only.
