No,  you would be allowed to refill your choices or rather change your choices if you want to but let me tell you one things these rounds are a bit Tricky and can't be judged on the basis of previous year trends because it depends on factors like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
