Hello aspirant,
In every round of counseling, the candidate is required to select and lock names of colleges, usually, preference-wise, so as to increase the chances of getting a college one wants on a higher priority. You can also select all the colleges and then lock it, but, in the end, you only get allotted a college based on your marks. rank and the college selected. Hence, you cannot be allotted more than one college. Even if you apply for both state and All India Counseling, your name will automatically be canceled from the one you haven't taken admission in.
However, if you get allotted a particular college and you wish to take part in ROUND 2 of counseling, you need to fill an up-gradation form given to you by the college authorities of the college from ROUND1, and then you can appear for the 2nd round without any hassle.
