I hope you are doing well for the councillings process of 2019 to get admission in technical institutes. Every year lakhs of students give IIT-JEE to get a seat in one of the technical institutes of India of their choice institutes are both government aided and private. One who is able to clear both JEE main and advanced with a very good rank are able to secure a seat in IIT and if had a rank in JEE main then in NIT'S or IIITs . Allocation of seats to this institute's is managed by Joint Seat Allocation Authority (JoSAA) thus with the JoSAA one can only get government colleges and not any private colleges.
Now coming to UPSEE (Uttar Pradesh State Entrance examination) is responsible to allocate seats in technical institutes of Uttar Pradesh including both government and private. It conduct it's own entrance examination and based on the merit list it allocates the seats to students in various technical institutes of Uttar Pradesh.
Therefore with the help of UPSEE one can get seat in both government and private colleges but with JOSAA one can only get seat in government college such as IITs, NIT's , IIITs and GFTI's.
