No unfortunately from next year onwards i.e from 2019 you can't be able to write the JEE MAINS via offline mode. Th two attempts which is going to be conduct by the NTA from next year will be purely via ONLINE mode.

NTA will conduct JEE Main 2019 only as a computer based test. You will not be able to attempt it in offline mode.
