Hello there. No it's not like you can go to any reporting center for JEE mains counseling. You can only report to the center allotted by JOSSA after the spot round result is declared.
Yes, sure you can with valid documents. But for IIT you will have to visit IIT REPORTING CENTRE anx for NIT you will have to report to NIT REPORTING CENTRE.
