Hello there. No it's not like you can go to any reporting center for JEE mains counseling. You can only report to the center allotted by JOSSA after the spot round result is declared.

you can go to any reporting centre nearby for jee main counselling verification of certificates

however it should be a nit or iiit and some gftis for jee mains and iit for jee advanced
