You didn't mention clearly but as far as my understanding, you meant civil services by your question. Please confirm in comments. I am answering as per the civil services examination.
You can surely go for Civil services exam after MBBS. Just to give you a brief, Civil services examination is conducted by the body called Union Public Service Commission for recruitment to the various services such as administrative , foreign and police service.
The essential qualification/eligibility for the civil services examinations are as for general category candidates are:
- The minimum age should be 21 and you can appear till 32 years of age. For other category candidates there is some relaxation.
- The maximum number of attempts for general category candidates is 6, It varies according to category again.
- As per the educational qualifications, the minimum requirement is the completion of an undergraduate degree either from deemed/private/government/distance/open universities.
- Specifically for MBBS, the requirement if the internship is not completed is that of providing the necessary proof of documents of eligibility from the from a competent authority at their institute/university at the time of the main examination.
- The nationality should be INDIAN and there is some other specific requirements again of documents if belonging to other nationalities or some specific states.

yes definetly you can go for civils UPSC after your mbbs.candidates who have completed mbbs but not yet completed internship can write UPSC.but there are some restrictions like you shouldnt become older than 32 years for general category,for obc 35 years and sc/st 37 years and you should be minimum of 21 years.also the number of attempts are restricted like for gen category student its 6 years,obc 9 attempts and unlimited for sc/st until 37 years of age. https://www.careers360.com/question-mbbs-after-ias-guide-me
