If you are talking about the JEE main examination, then yes. You can fill the application form and opt for paying the registration fee a few days later. The deadline for paying the registration amount is given by JEE and if you fail to pay the registration amount within time, your application is cancelled.

Yeah that depends upon you when you are going to complete your last step of application form i.e payment but try to complete your application form as soon as possible before the last date.
