Can we take an engineering seat in 2019 through kea(karnataka) and opt for mbbs through kea in 2020?

Yes you can if you are thinking to prepare for KEA side by side of doing engineering it can be done but it is very difficult sice they both are entirely different domains.
You also have to give the KEA exam for medical again next year.
