To take admission in the Engineering, you have to appear for JEE MAINS, through it's rank you can take admission in Top engineering colleges by ranking under 50k. Otherwise you also can take the state entrance exams or any other private colleges exams.
As you mentioned in the description, other than IIT'S, NIT'S & IIIT'S; there is many more colleges even better than lower IIT'S, NIT'S & IIIT'S.
So, Here is the some colleges that you can target them - Anna University, Jadavpur University, NSUT Delhi, DTU, PEC Chandigarh, THAPAR, VIT VELLORE, BITS Ranchi, IIEST SHIBPUR, IIST THIRUVANANTHAPURAM, COE PUNE, PSG Coimbatore, Thapar University, Thiagarajar College of Engineering Madurai.

IIT and nits are always good for CSE .
IIT Bombay is best for CSE .
IIT Delhi , IIT KHARAGPUR etc .
Some nit are in top like nit Trichy , nit warangal etc .
IIIT hydrabad is best for CSE in all iiits .
There are some private colleges also where CSE is good like Bits Pillani , bits Mishra , techno India Kolkata etc .
These are the good top college for CSE .
