CANNOT Improve Speed in JEE mains even after solving JEE mains

In this case you have described I would suggest you should attempt the same paper multiple times, atleast 3 times, and then look at the solutions to all the questions you have not got right.

Keep on repeating the papers, do not attempt same paper two times in a row though. For example there is paper 1 you have given on day 1, then paper 2 on day 2 and then paper 3 on day 3. After that repeat, paper 1 on Day 4, Paper 2 on Day 5, and so on.

You can also attempt two papers in one day as the time comes to end.

You can try to solve paper smartly then. See to be very honest, JEE is a pretty much difficult examination. So there are quite a difficult tricky questions here and there. So read a question, if you think it's in your approach then only attempt it or else leave and proceed ahead. That's how you can SOLVE the paper easily and quickly in the first go ensuring all the positive marks.

Let's assume you are able to solve only 60% of the questions ie 40 out of 75 and make sure that atleast 35 of them are correct. Then your score already reached 35*4 - 5*1 = 135 marks out of 300 which becomes a decent score. Then surely some time will be left wherein you can start putting some efforts for the questions that you think you can now solve.
