In general the CASTE certificate is valid for 3 preceding financial years like if your certificate is issued in the year 2018 then your certificate will be valid till 2021.

According to me 2016 is very long years back. For counselling purpose I think you should give a fresh one. That is one which is updated in 2019, most probably after 1st April 2019. Most authorities ask for a fresh document rather than the old one. If you are not able to get the fresh certificate you may contact the help desk of APICET counselling for support.
