I believe you are mistaken there are no Metallurgy Courses at IIT ISM Dhanbad. Department of Mining Engineering has three courses namely Mining, Mineral and Mining Machinery, and all three of them experience almost 90% placements with conglomerates like Tata Steel, Hindalco, Vedanta, Coal India, ExxonMobil, Schlumberger being regular recruiters. IIT ISM Being loacted near mineral rich areas of Jharkhand and Odisha further provides impetus to training and placement opportunities.
Secondly IIT ISM is a much older technical institute than IIT Jammu and has good infrastructure, faculty, research facilities and employer outlook.
All depends on your interest ,but according to the data IIT Dhanbad has good ranking and reviews so getting mettalurgy is good .
Rest is your choice as IIT jammu is also well known .
Civil and mm engineering are two different courses they have completely different scope. So make a choice first and choose a course which you like and which you are interested in. Check the subjects of the course and see which one you are more interested in. Both IIT jammu and IIT dhanbad are well know colleges for engineering of the the mentioned course but according to me i would go for IIT Dhanbad as they have good ratings, placements and infrastructure, it is also well known for MM engineering!
