Hemal, filmmaking and engineering are two very different courses and as far as I know, no college in India provides a dual degree in them.
Although you can attend workshops and take up short courses in filmmaking while you are in your engineering degree. You can take the humanities electives in filmmaking if provided by your college. If not, almost every college has a club that deals with filmmaking. You can join it to pursue your interest, make short films and videos for tests and college competitions while also learn a lot from the guidance of your seniors.
Also within this time, you will get to know if you are really interested in this field and want to take it up as a profession. If so, you can start preparing for admission in the film institutes like FTII Pune and SRFTI Kolkata. You can join it once you are done with your college degree. Hope that helps.
Hemal, Film making comes under performing arts and Engineering comes under Technology/Science. They have different outreaches and different eligibility criteria and they cannot mixed for an academic curriculum. And in India, we do not have any such colleges which combine Film making and Engineering courses. There are courses like Diploma in Film Making and Television production that teach you the nuances of Film Making and Production and the technology that goes behind it.
