Yes there are chances that you can get government seat even in round 2 or round 3 . And if you belong to any catergory (especially SC or ST) it will be icing on cake . You can definitely get state quota or even AI quota (if the cutoff goes down) . But this for sure that you are going in government medical or dental college . So congratulations in advance .
