No , you are not allowed to take 4 -5 A4 size papers for rough work even you are not allowed to take a pen or any stationery items with you . You have to carry only following important documents like -
Admit card that NTA will provide you in which all the instruction will be mentioned .
Two or Three photograph same as in your admit card is essential to give exam.
One original identity card is required like Voter id or Aadhar card.
Further no gadgets are allowed and due to pandemic you have to carry one water bottle , face mask and 50 ml bottle of sanitizer with you .

No, I am extremely sorry to tell you dear but you are not allowed to carry any kind of paper , be it A4 size paper or any other papers ,not even if you want to carry them for rough work.
But don't worry as
There is space for rough work in your Neet examination question paper itself so you don't need to worry about rough work
You are not allowed to carry anything other than the following:-
* Printout of your NEET examination admit card
* Your passport size photograph
*A valid ID proof of yours like Aadhar card or Voter ID or Passport etc
*PWD certificate (if it is applicable)
* A face mask, hand gloves, a transparent water bottle and a small sanitizer.
