counselling in government college, is it based on general rank or community rank..?

Hi,
Councelling is based on both Community and General rank. First Unreserved seats are alloted on the basis of General rank and then Reserved seats are allocated based on community rank. Based on these rank, opening and closing rank is declared for various colleges.
