Course fees for mechanical is 3.45 lakhs in BITS pilani , it is for 4 years or for 1 year?

That is just for 1 year. The overall fee structure is about to 2.90 lakhs per annum including amenities like the expenditure of Hostel, the fee of Mess and the tuition fee the total is 1.5 Lakh per annum of each semester.
