There is no restriction for any student belonging to any state to apply for CSAB round counselling. In order to participate, you should fulfill its eligibility criteria and register yourself in the official website for CSAB Counselling.

The CSAB round of counselling is for filling up the vacant seats in NITs and IIITs( if any vacancies are left in these Institutes). CSAB round of counselling does not involve admission to IITs. CSAB round of counselling occurs after JOSAA counselling is over which provides admission to students in IITS, NITs, IIITS, GFTIs.

You must go through the eligibility criteria before registering yourself. One of the key criteria is that you should not have been allotted any seat through JOSAA prior to CSAB Counselling or looking for upgradation of your seat available to you in the final round of JOSAA counselling.

There is no restriction about the states. Anyone belonging to any states can apply for csab but yes there are some restrictions for some states but they can apply surely. You can see the csab information brochure.

Any state student can apply for CSAB counselling as long as candidates participated in JoSAA 2020 but failed to get allotted will be eligible for CSAB special round 2020 or Candidates who were allotted through JoSAA 2020 but failed to confirm their admission or withdrew from their seats will also be eligible for CSAB 2020 special round. There is no state restriction for participating in CSAB counselling.
