In NEET-UG, 15% of the seats in any medical college is filled under All India Quota (AIQ) and the remaining 85% seats belong to State Quota.
You can apply for both of them. Under AIQ, you are eligible to apply for any medical college across India. But under State quota, you can apply for only the medical colleges of the state for which you have the domicile status, except for the open states like Karnataka where State Quota seats are open for all.
Cutoff marks are usually high for AIQ seats and comparatively a little low for State Quota seats.
So yes, you can apply for medical colleges of another state for 15% seats under AIQ.
MCC is responsible for conducting the counseling process for AIQ seats.

So, yes you can apply and get admission in medical colleges of other state but through only 15% all India quota for which cut off marks is relatively higher , except for states like Karnataka which is a open state where students of other states are also eligible for state quota.
