Currently, i m in nit patna nd persuing b.tech from electrical and wearing glass of minus 7 and minus 8....should i make pwd crtificate ....

Your case will not come under Persons with Disability category as this is for candidates who are visually disabled. You have power in your eyes which can be cured with a laser operation and you can see clearly with your lenses. So, this is not a case of PwD.
