Yes, both the marks scored in theory and practical are considering to determine your eligibility to appear in NEET. You must have passed 10+2 with Physics, Chemisty and Biology/Biotechnology with 50% aggregate if you belong to general category, it is 45% aggregate for PwD category and for SC/ST/OBC it is 40% aggregate.
Yes , practical marks are considered while calculating total marks for Neet eligibility in PCB
Neet eligibility criteria says that,
to be eligible you must have passed in English and in both the theory and practical of PCB with at least 50 % in aggregate of PCB ( in theory +practical ) in 12th examination if you belong to general category , or at least 45% in aggregate of PCB if belongs to ph category or at least 40% in aggregate of PCB if belongs to Obc/ Sc /st
