dear maam/sir, i am a lingayat veerashaiva from karnataka... in my state this ll come under obc but in central it is in general... so for my neetmds pg exqm can i clain for ews section or not??

Your caste hierarchy is irrespective in this matter and so what is of primary concern is that if you have OBC certificate issued in your name from your state government,i.e., either OBC- Creamy Layer or OBC- Creamy Layer.
So now if your family income is above rupees 8 lakhs annually they you should be falling under the Creamy category of the OBC and should have a corresponding OBC certificate against the same and if your annual income is less than that then you should belong to the Non- Creamy of the OBC.
If you belong to the Creamy layer then you should apply as a General candidate during filling the application form of the concerned examination and if you belong to the Non- Creamy layer( NCL), then you should apply as OBC-NCL candidate, the option of which would be available in the drop down menu of the caste category section of the application form.
