Dear sir, ple IBPS CLERK ka form bharna chahata hu mere pass jo Mool Nivas hai vo U.P. ka hai aur mai rehta Uttarakhand me hun mera Adhaar card bhi Uttarakhand ka hai lekin Mool Nivas Uttarakhand ka abhi nahi vana hai to mai kya iss form ko bhar sakta hu yadi bhar sakta hun to kaha ka addr. bharu.

See in IBPS application you have to fill all your details like address, name contact details etc. So as you have asked about permanent residential address, so in your case you should go with the address of Uttarakhand, the reason behind is you have aadhaar card which is issued by UIDAI on the address of Uttarakhand and you can use your AADHAR card as you address proof, so whenever they demand address proof you should present you AADHAR Card to them.
Nowadays Address proof is considered to be as AADHAR/PAN/Passport/VOTER-Id and so on, so you should go with the address of Uttarakhand.
