All certificate of any course will be given by the respective college or institution.If you not taken your certificate like semester matksheet, provisional certificate etc from your institution during you study period and till now then definitely your all certificate are in your institution from which you have completed your course.

so you need to go your institution for your course certificate.

In case your certificates are not in your institution then you can write a application for the respective  board or university for your all certificate and this application is followed by your institution. After that you will sure get your certificates.
