Seems like you are about to get admission in some college that offers D.Pharma.  You should have specifically mentioned the name of the institute to get answers for your question.  All these questions asked by you aren't generalised questions, but specific ones.

Generalised answer (without considering any college):

Yes, it is compulsory to attend the classes regularly as they may ask for some minimum attendance percentage criteria to receive hall ticket and to participate in the semester examination.  Unless you write your exam, you won't pass.  So, attending classes are mandatory , since attendance is mandatory.

The hostel charges are decided by various factors like,

1. AC rooms with attached bathroom
2. AC rooms with no attached bathroom
3. Non AC rooms with attached bathroom
4. Non AC rooms with no attached bathroom

The hostel prices may range from 50k to 2L as per need.  Mess fees is usually included among the hostel price, but in most cases colleges ask for a separate payment in the name of Mess fee.

Students may study at home only after the termination of attendance.  Other than that, if someone decides not to attend classes, then it may mess up with their attendance percentile .
