Upsc mains examination is descriptive examination and you have to answer question in a detailed manner so the choice of pen becomes important as it affects your writing speed and flow of writing.
In prelims only ball pens are allowed but in mains you can go for any pen of your choice

unlike UPSC prelims you are not bounded here to choose the pen as per the instruction moreover you can use pen of your choise , the pwn you find most comfortable while writing down, no matter which pen are you going to choose you should make sure of your neat and clean handwriting , what i think is gel pen mainly good for short writing but as you are going to write a lot in the exam i would suggest you to go for good quality of ball pen , using a ball pen has its own merit like ball points contains oil-based ink, which is quite thick and sticky , they are also cheap and easily available . you should use pen who is lihtweighted and are sleek , have soft tip pens, have rubber grip.

Yes you can use a good Blue or black Ball pen to give your UPSC exams. the thing you should keep in mind is that the ink is proper and is visible clearly. For Objective exams use a black ball pen which has a clear pin point in the end as it will help you color the circles completely and nicely without getting out of the margins. For writing Mains use a ball pen which you have a good practice with as you have to write a lot and have less time so choose a pen which is clear and with which you can write faster.
