If the degree certificate is  still not issued by the authority you can produce a marksheet memo while attending the process in certificate verification and apply for counselling

Make sure that you carry these following documments at the time of certificate verification

TSICET RANK CARD

TSICET HALL TICKET

AADHAR CARD

DEGREE MARKS MEMO AND PASS CERTIFICATE

INTERMEDIATE PASS CERTIFICATE

SSC PASS MARK SHEET

DEGREE MEMORANDUM OF MARKS

DEGREE PROVISIONAL PASS CERTIFICATE

BONAFIDE CERTIFICATE FROM IX TO DEGREE

TRANSFER CERTIFICATE

INCOME CERTIFICATE

RESIDENCE CERTIFICATE
