did I have to pay fine if I leave all india quota college seat for state quota college seat?

Whether, there's penalty or not depends on in which round seat was alloted and you didn't join it.
While filling the all India counselling form you have to pay the security money
- if you are allotted a seat in the first round of counseling and you don't join the college then there will be no penalty and you will still get the your security money back
- but if you you are allotted a seat in the second round of counselling and you don't join the college then yes there is penalty which is that you won't get your security money back .
Here's a brief of NEET mcc /all india counselling:-
-----------) First of all you need to register yourself by visiting the official website of mcc i. e mcc . nic . in and then paying the counselling fee
-----------) Choice filling :- You need to choose the colleges you want to get admission in and then lock your choices

-----------) if you get a seat then you can report to the alloted college or can go for free exit option if you don't want to get admission in the alloted college
-----------) Vacant Seats publication for round 2.
-----------) Fresh filling of choice for round 2
-----------) If you get a seat then you need to report to the alloted college or you can choose not to report if you don't want to get admission in the alloted college but in this case you won't get your security money back .
-----------) After round 2, there's mop up round for the leftover seats.
