Electrical and Computer Engineering is in Engineering which is the degree of electrical engineering and which includes the digital circuits, digital subsystems as there subjects and which is not direct part of Computer Engineering. It is also electronics and communication engineering i.e. deals with digital circuits and communication systems.

Computer science courses not include directly the electrical engineering courses example multimeter, circuit, semiconductor, thermodynamics, etc. Computer science engineering include some of the following topics  of electrical branch like logic designing but it does not include the hard Core subjects or topics of the electrical branch. This branch also includes with the operations, programming, databases etc..

ECE is Electronics and Communication Engineering. It is quite similar to electrical but it is not as well. It deals with electronic devices, circuits and communication systems.

CSE is Computer Science Engineering. It deals with computer software's. Programs, database, computer languages, codes comes under this branch.
