Game developing is the implementation of the game design (as well as the art and audio assets) onto the game's target platform through coding.  It also involves debugging and optimization of that code.

Game design involves planning the player experience; describing the game's controls, rules, challenges, resources, goals, and outcomes; creating game content such as levels, story, dialogue, resource description and values (but not art or audio); and refining and balancing the gameplay based on the results of playtesting.  It may also involve user-interface design, scripting and overall creative direction.
