Firstly I would like to know, are you interested in programming? What is your ambition? Do you basics of programming ? Atleast can you code in C language ?
Generally branch changing is different from university to university, college to college. Some colleges will accept, and some colleges won't accept.
If your answers for the above questions are yes, then you don't face any type of problems if you join in B. Tech CSE , but even if you don't know coding and you have passion for learning about programming language and want to secure a job related to computer science then you have to work hard when compared to other students.
Of course the students who don't know the basics of programming languages will join in CSE, but mostly in their first year, they will taught the basic programming language which is C Language and computer concepts like how data is stored and processed like such concepts. So you will be joining with those in second year and basically in 2nd year they will introduce you with C++, Java, data structure concepts so other students can grasp the concept easily because they already have a little knowledge about programming. if you have passion to learn, then there is no problem for you you can learn them by spending more time, now a days learning anything is very easy you can easily learn them with the help of internet.
So finally concluding that you don't face any problem unless and until you have interest for programming.
