2 × 3 + 6 – 12 ÷ 4 = 17

Let's check the options —

First option: × and +
On replacing → 2 + 3 × 6 – 12 ÷ 4 = 17
= 2 + 3 × 6 – 12 ÷ 4
= 2 + 3 × 6 – 3
= 2 + 18 – 3
= 20 – 3
= 17

Second option: + and –
On replacing → 2 × 3 – 6 + 12 ÷ 4 = 17
= 2 × 3 – 6 + 12 ÷ 4
= 2 × 3 – 6 + 3
= 6 – 6 + 3
= 9 – 6
= 3 ≠ 17

Third option: + and ÷
On replacing → 2 × 3 ÷ 6 – 12 + 4 = 17
= 2 × 3 ÷ 6 – 12 + 4
= 2 × 0.5 – 12 + 4
= 1 – 12 + 4
= 5 – 12
= – 8 ≠ 17

Fourth option: – and ÷
