Solution : The third option is appropriate because the phrasal verb 'picked up' should be replaced with 'picked at' which means 'to eat slowly' in order to make the sentence contextually correct.

'picked out' in the first option means 'to pick out something' and doesn't satisfy the context of the sentence and 'picked on' in the second option means 'unkind treatment in a way perceived to be unfair' which falls out of the context in the sentence.
