"No sooner" is a correlative conjunction and is followed by "than". Correlative conjunctions always come in pairs. So, instead of "he wore seat belt", it should be "than he wore the seat belt", indicating that he wore the seat immediately after he saw the traffic policeman.

Therefore, the correct sentence is: "No sooner did he see the traffic policeman than he wore the seat belt ."
