First option: ÷, –, >, and ×
69 ÷ 3 – 2 > 9 × 3
23 – 2 > 27
21 ≯ 27
Second option: ÷, +, <, and ×
69 ÷ 3 + 2 < 9 × 3
23 + 2 < 9 × 3
25 < 27
Third option: ÷, –, =, and ×
69 ÷ 3 – 2 = 9 × 3
23 – 2 = 9 × 3
21 ≠ 27
Fourth option: ×, +, <, and ×
69 × 3 + 2 < 9 × 3
207 + 2 < 27
209 ≮ 27
