Solution : Let's analyse the conclusions –
Conclusion I : The quality of education In India would improve.
According to the statement, to improve the quality, funding is necessary. India is allocating lots of funds to education. It means that the quality of education will improve in India. Hence, this conclusion follows with the above statement.
Conclusion II: Funding alone can enhance the quality of education.
From the above statement, it cannot be concluded that funding alone is not sufficient for improving the quality of education. Hence, this conclusion does not follow the above statement.

So, the only conclusion I follows. Hence, the first option is correct.
