Solution : According to the given statement –
Assumption I: The people of Kerala are well educated and cultured – The given statement states that all the people in Kerala are literate but this statement doesn't state that the people of Kerala are cultured. Therefore, this assumption doesn't follow.
Assumption II: The people of Kerala are hard-working and sincere – From the given statement, it cannot be concluded that the people of Kerala are hard-working and sincere. Therefore, this assumption doesn't follow.

So, neither I nor II is implicit. Hence, the fourth option is correct.
