Solution : The total distribution of sales of Hindi newspapers in five localities (A, B, C, D, and E) = 4000 + 2500 + 3600 + 2400 + 3500 = 16,000
The total distribution of sales of English newspapers in five localities (A, B, C, D, and E) = 200 + 3000 + 1800 + 2000 + 2500 = 9,500
The ratio of Hindi and English newspapers = $\frac{16000}{9500}$ = $\frac{32}{19}$.
The sum of the ratio of Hindi and English newspapers in five localities = 32 + 19 = 51
Hence, the correct answer is 51.
