Let's analyse the conclusions –
Conclusion (I): All white are locks – As shown in the diagram above it is seen that circles of white and locks are overlapping which means some white are locks but all white are locks is not defined by a diagram. So, this conclusion doesn't follow.
Conclusion (II): No car is a lock – As shown in the diagram above it is seen that circles of cars and locks are independent. The diagram doesn't define any relation between them. So, this conclusion doesn't follow.
Conclusion (III): All locks are cars – As shown in the diagram above it is seen that circles of cars and locks are independent. The diagram doesn't define any relation between them. So, this conclusion doesn't follow.

So, none of the conclusions follows. Hence, the fourth option is correct.
